53-1031.00 - First-Line Managers of Transportation and Material-Moving Machine and Vehicle Operators

Leadership: Provides leadership through setting an example, the scheduling of work, review, and approval.

  • In accordance with 49 CFR 391.53, information regarding previous employers may be used for the purpose of investigating the applicant’s safety performance history within the previous three years. This includes general employment, accident, and drug/alcohol information.

  • In accordance with 49 CFR 393.23, a Motor Vehicle Report covering the previous three years will be obtained for the purpose of investigating the applicant’s driving history.

  • As a CDL driver, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.

  • Must have a telephone.

  • Class B CDL preferred.

POSITION PURPOSE: To provide quality of life to Enid residents through the coordination of efficient removal of residential and commercial waste refuse and to ensure reliable operation of collection vehicles and other equipment through the development, coordination, and implementation of a preventive maintenance program.


  • Assist with the supervision, assignment, and review of work schedules of crew.

  • Recommend or implement personnel actions such as employee selection, training, evaluation, and rewards or disciplinary actions.

  • Train employees on departmental policies and safe work practices.

  • Coordinate and oversee the preventive maintenance of City of Enid collection vehicles and related equipment to ensure they remain safe, secure, and operate at peak levels.

  • Analyze internal processes and recommend and implement procedural or policy changes to improve operations such as updating of equipment.

  • Monitor field work to ensure it is being performed properly and that materials are being used appropriately. Perform periodic inspections of routes and enforce safety rules and regulations.

  • Prepare, compile, and submit reports on work activities, operations, production, and work-related accidents.

  • Confer with customers, supervisors, and other personnel to exchange information and to resolve problems.

  • Assist residents in attaining refuse collection services.

  • Assist other departments as needed.

  • Operate all solid waste vehicles as needed and perform other duties as required.


  • The Solid Waste Department runs smoothly and efficiently.

  • Vehicle and equipment repair costs are kept at a minimum. Collection vehicles and related equipment are clean and well maintained.

  • An effective preventive maintenance program is in place for Solid Waste equipment and facilities.

  • Waste is collected in a timely and efficient manner and disposed of pursuant to EPA regulations.

  • Policies and procedures in City of Enid personnel manual and safety manual are understood and followed. Effective supervisory skills are demonstrated.

  • Effective relations exist with City personnel and co-workers as well as with the public.

  • New employees are well trained and assisted. Management is appropriately informed.

  • Employee understands and adheres to applicable safety policies.

  • The City’s professional reputation is maintained.


EDUCATION/EXPERIENCE: High School diploma or general education degree (GED); one year related experience and/or training; or equivalent combination of education and experience.

CERTIFICATES/LICENSES: Class B CDL within 3 months.

Solid Waste Defensive Driving within one year of employment.

REQUIRED KNOWLEDGE: Personnel and Human Resources — Knowledge of principles and procedures for personnel selection, training, and evaluation.

Mechanical — Knowledge of machines and tools, including their designs, uses, repair, and maintenance. Computer — Basic personal computer skills, including typing, electronic mail, word processing, etc.

SKILLS/ABILITIES: Work independently.

Handle multiple tasks simultaneously.

Accurate and attentive to detail.

Good communications and public relations abilities.

Ability to assist and support others.

Able to operate telephone, PC, copier, and other basic business machines.

Advanced knowledge of hydraulics and heavy-duty commercial equipment and vehicles.


FINGER DEXTERITY: Manual dexterity sufficient to work with the fingers.

VISUAL ABILITIES: Normal vision, with or without corrective lenses.

PHYSICAL STRENGTH: PDC Level: Very Heavy Employee lifts/carries 50 lbs constantly (less than 33% of the time or 1-100 times a day) Requires a push/pull exertion of force of 100 lbs occasionally. Very heavy physical activity required performing strenuous daily activities. Frequent stepping up and down; bending and stooping, balancing; and carrying and lifting weigh over distance. Periodic shoveling.

LANGUAGE/COMPREHENSION: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

MATHEMATICS ABILITY: Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

COMPUTER ABILITY: Intermediate personal computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics, etc.

WORK SCHEDULE/HOURS: Variable – 7:00 a.m.until route completion, Monday through


Overtime and weekend work as needed.

WORK CONDITIONS: Indoor shop environment and outdoors exposed to changing weather conditions (for instance, rain, sun, snow, wind, etc.)

Noise level: Loud to Moderate. Hearing protection as required.

Other work conditions: Occasional work near moving mechanical parts.

Occasional work in high precarious places where the possibility of falling exists.




Additional coursework in related field.

Associate's Degree or equivalent in related field.

5-7 years related experience.

8+ years related experience.
