Leadership: Supervise/manage/direct the selection, training, development, appraisal,
and work assignments of personnel.
CONDITIONS OF EMPLOYMENT:
Successful candidate must submit to post offer, pre-employment drug screen.

As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing.
Possession of a valid Oklahoma driver's license with an acceptable driving record.
POSITION PURPOSE: To enhance the quality of life of Enid residents and attract tourists through the development, coordination, and maintenance of a recreational park system and by preventing flooding through an effective storm water drainage system.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
Monitor the development of City of Enid park facilities to ensure that they remain safe, secure, and well maintained.
Communicate with the Park Board on the coordination of park usage and development.
Develop short-term and long-term goals, deadlines, and processes for efficient Park development and maintenance operations.
Analyze internal processes and recommend and implement procedural or policy changes to improve operations, such as updating of equipment and recommending design changes to the Park Board.
Prepare and review operational reports and schedules to ensure accuracy and efficiency.
Plan, administer and control budgets for contacts, equipment, and supplies, including bid work.
Supervise, assign, and review work schedules of crew. Coordinate adequate cross-training of employees to include training on safety policies and procedures.
Recommend or implement personnel actions such as employee selection, evaluation, or disciplinary actions.
Prepare, compile, and submit reports on work activities, operations, production, and work-related accidents.
Keep abreast of new developments in park practices and equipment.
Coordinate and oversee:
Construction projects to ensure that facilities and equipment meet environmental, health, and other related standards and regulations.
Mowing, aerating, weeding, grubbing and removing thatch, and trimming and edging around flower beds, walks, and walls of parks, storm water ditches and detention pond areas, and lawn at City of Enid offices.
Repair of storm water drains and removal of debris from storm water drains.
Cleaning and maintenance of basketball and tennis courts, playground equipment, shelters, picnic tables, fences, trash containers, bleachers, restrooms, and signs.
Gathering of litter.
Maintenance of irrigation systems.
Repair of water leaks and electrical system malfunctions in parks.
Snow and ice removal crews during winter storms.
Provide assistance to other departments as needed.
Perform other duties as assigned.
The Parks Department runs smoothly and efficiently.
City parks, walking trails, lawns, basketball courts, and recreational facilities are aesthetically pleasing, well maintained, and provide quality of life to citizens.
Procedures and processes are well maintained, documented, and recorded.
Good working relationship with Park Board members exists.
Storm water drainage ditches and detention ponds are clean and free of debris and flooding and overflow problems are prevented.
Parks & Recreation equipment and vehicles are clean and well maintained and a replacement schedule is in place and periodically updated. Vehicle and equipment repair costs are kept at a minimum.
Assistance and support are provided to other departments as needed.
Effective working relations exist with City personnel. Management is appropriately informed.
Employees are well trained and have appropriate equipment to perform at capacity.
Policies and procedures in City of Enid personnel manual and safety manual are understood and followed. Effective supervisory skills are demonstrated.
The City’s professional reputation is maintained.
EDUCATION/EXPERIENCE: Associate’s Degree (A.A.) or equivalent two-year college or technical school; or two years related experience and/or training; or equivalent combination of education and experience.
CERTIFICATES/LICENSES: Department of Agriculture Spraying license (within 1 year).Local tree trimming license.
REQUIRED KNOWLEDGE: Administration and Management- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
Computer- Proficient personal computer skills including electronic mail, record-keeping, routine database activity to include development of spreadsheets, formulas, record tracking applications, word processing, graphics, etc.
SKILLS/ABILITIES Intermediate tree care knowledge and landscape design.
Basic understanding of playground and park safety principles.
Handle multiple tasks simultaneously.Accurate and attentive to detail.
Excellent communications and public relations abilities.
Basic typing and computer application skills.
Ability to assist and support others.
Able to operate telephone, PC, copier, and other basic business machines.
PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
FINGER DEXTERITY: Manual dexterity sufficient to reach/handle items, works with the fingers, and perceives attributes of objects and materials.
VISUAL ABILITIES: Normal vision, with or without corrective lenses.
PHYSICAL STRENGTH: Exerts up to 50 lbs. of force occasionally. Moderate physical activity performing somewhat strenuous daily activities of a primarily product/technical nature. Frequent reaching, handling, lifting, and carrying.
LANGUAGE/COMPREHENSION: Ability to read, analyze and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.
MATHEMATICS ABILITY: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
WORK SCHEDULE/HOURS: Regular- 8 hour shift, typically 7:30 a.m. - 4:00 p.m., Monday - Friday.
Other – Salaried position requiring occasional attendance at meetings after hours and the ability to respond personally or by phone to address problems that may develop after normal work hours.
